Reiterates commitment to pro-life principle
Paul describes himself as "an unshakable foe of abortion" and opposes capital punishment at the federal level, stating that individual states must be allowed to decide these issues rather than federal judges and saying that he wants to get "the federal government completely out of the business of regulating state matters."

In 2005, he introduced a federal bill that would define human life as beginning at conception and remove abortion from the jurisdiction of the federal judiciary. He has said that his time spent as an obstetrician led him to believe that life begins at conception.

Paul says that Roe v. Wade should be overturned, not just for moral or ethical reasons, but because he says such issues should be handled at the state level.

In his words:

"The right of an innocent, unborn child to life is at the heart of the American ideals of liberty. My professional and legislative record demonstrates my strong commitment to this pro-life principle.

In 40 years of medical practice, I never once considered performing an abortion, nor did I ever find abortion necessary to save the life of a pregnant woman. "
